The only difference between this and the packaged software is that the company chooses to go for the former irrespective of the size whereas only small companies desiring to become ERP friendly can afford this because it calls for a great amount of restructuring which is practically not possible in big companies.

The major issue in choosing ERP package reflecting the purpose of implementing ERP in the organization and the areas or troubles intended to be covered. This will give a fair idea on the type of ERP package that the company has to choose. This has two aspects. The company needs to identify the avenues for improvement.
